Guam Industry Forum II a Success!On March 6, 7, & 8, 2008, the Joint Guam Program Office (JGPO) and Navy Facilities Engineering Command (NAVFAC) sponsored the second in a series of industry forums related to the design, construction and logistics in support of the relocation of Command, Air, Ground and Logistics units of the III Marine Expeditionary Force from Okinawa, Japan to Guam, USA. It is anticipated that approximately 8,000 service members and 9,000 of their family members will be impacted in this move. In addition, a U.S. Army Ballistic Missile Defense Task Force consisting of approximately 630 service members and 950 family members is anticipated to be located in Guam. Additionally, the proposed build-up includes the development of infrastructure and waterfront (pier) facilities to accommodate a transient Navy nuclear powered aircraft carrier at Naval Base Guam. In total, the Navy Facilities Engineering Command (NAVFAC) anticipates the entire build-up to be a multi-billion dollar procurement program spanning a period of approximately five to eight years. Forum Well Attended1346 participants from all over the world attended the Guam Industry Forum II. The event was conducted across three venues with real time simulcast presentations. 153 government representatives including the United States Government, the Government of Japan, the Government of Guam and other governments as well as non-government organizations (NGO) were present. Local Guam businesses totaling 472 participants and 721 participants from overseas including the 50 mainland states and 16 foreign countries were on hand for the 3-day Forum. Plenary Sessions held on Day I of the Forum opened with welcome and keynote remarks by Congresswoman Madeleine Z. Bordallo, Assistant Secretary of the Navy for Installations and Environment - Mr. B.J. Penn, Governor Felix P. Camacho and the Joint Guam Program Office (JGPO) Executive Director David F. Bice. A special Lunch Keynote Address featured Brigadier General Rex C. McMillian, Deputy Commander, U.S. Marine Corps Forces Pacific. Featured presentations by the JGPO, NAVFAC, the Government of Guam, the National Defense Center for Environmental Excellence and the United States Marine Corps highlighted the remainder of the day providing the attendees with updates on the progress of the build-up planning efforts. Over 700 participants attended a no-host networking mixer that was held at the Hyatt Hotel on the evening of the opening plenary session. Local and off-island industry representatives took full advantage of the opportunity to meet and exchange cards and explore opportunities for future teaming arrangements. Day 2 of the Forum began with brief remarks by Lieutenant Governor Michael Cruz, M.D. The Lieutenant Governor’s remarks were followed by four breakout sessions on specific topics including:
Each breakout session included extensive question and answer periods following each presentation and resulted in healthy exchanges and dialogue between industry and the presenters from NAVFAC. Day 3 of the Forum featured an Industry Day at the Hyatt Hotel Ballroom. 74 vendors and corporations set up display booths further facilitating business-to-business networking between large and small businesses. The event was well attended by nearly 900 representatives throughout the day. As a special forum feature, “One-on-One” dialogue sessions were set up by appointment only for companies to meet individually with NAVFAC and JGPO representatives. Conducted over Days 2 & 3, these 45 minute sessions were designed to share specific ideas on potential acquisition strategies. Nearly 50 companies participated in the sessions providing NAVFAC and JGPO with valuable information and insight on industry perspectives and concepts.
